They enable customers with complex toileting needs to access the toilet safely when shopping and ensure providers are confident the facilities they offer are robust and meet all of the required standards. 

From January 2021, changes to Building Regulations in England mean that it is now compulsory for any new shopping centre or retails park with gross floor areas of 30,000m² or more and retail premises of 2,500m² or more, to include at least one Changing Places toilet. The same rule applies to existing retail spaces if they undergo major refurbishment.
